TITLE: snmpDeliverTrap_netsnmp.cpp should not load default MIB modules defined in net-snmp-config file

DESCRIPTION: Use environment variable MIBS to override defined default MIB modules (in net-snmp-config.h). If there is no environment variable MIBS, add it in.
