TITLE: add wsm

DESCRIPTION: add wsm components

The make file controls everything.

To compile, simply make.

NOTE: The target for runtime components is the Pegasus binary directory
so the Pegasus control environment variables for home, root and platform type
must be setup before compiling wsm.

Since this also compiles the modified Pegasus Client library, it is best to
make clean and then make for most changes.

Also, we are still moving things between directories and doing make clean
clears what might appear as problems with just executing make after updates, etc.

There is a live-test target in the Makefile but it assumes that all of 
the wsm environment and pegasus are on the local system.
