TITLE: slp_client move to unsupported CVS module

DESCRIPTION: add Readme to explain why this code here.

This set of code was the original ldap slp code that was used for the Pegasus internal
SA and UA implementation.  It is kept here for historical interest only.  This code has
been superceeded by subsequent versions and the code in the PEGASUS cvs is significantly
different.
