function nuts.  These were fixed.  This has been compiled and tested
on windows.

DESCRIPTION: Sync all updates to the slp directory for bugs fixed back to
2.3.2.  Note that it is much more reliable to merge the complete dirrectory
set backwords than to change parts of a file.  There are still some differences
that are in the files but not the code including:

1. Use of the $HEADER line.  Removed to help synchronizing.
2. Makefiles for 2.4 still include the instal.mak directory. 2.3.2 does not.
