Binary Repository support - PEP 164

Binary Reposiory support has been added, see PEP 164 for a detailed description.

Currently, Configuration support is not implemented yet. Activating Binary Repository
support is done by adding the follwing runtime environment variables:

        export PEGASUS_BINARY_REPOSITORY=1

Optionally, you can supress Description qualifiers by setting

        export PEGASUS_REMOVE_DESCRIPTIONS=1

NOTICE that these are Pegasus runtime environment settings. They need to be set before starting
cimserver and cimmofl.

You can export and unset these variables withou rebuiding the repository, this version of Pegasus
repository support understands repositories containing mixtures of Binary and XML objects.
