TITLE: JMPI Windows Run-Time Check Failure #3 - The variable 'pv' is being used without being defined

DESCRIPTION:
If the JVM is unable to be loaded, then pv.jProvider is not initialized.  This
results in the above message.

Also, it should throw a slightly more informative error message.
