BUG#: 1470
TITLE: switch to using strtoll instead of atoll on aix

DESCRIPTION:

as suggested, removed the platform-specific compilations and used sscanf
instead for all platforms.

tested on aix and linux. other platforms, please test

(as also suggested from the arch. call, the old code are commented out
instead of deleted, so they can be easily switched back if there're any
problems)
