BUG#: 3971
TITLE: Indication Service should reject creation of instances that include unknown properties

DESCRIPTION: Modified the Indication Service, on a create instance operation, to validate that all properties in the instance are supported properties, and reject the create operation if an unknown, unsupported property is found.
