DESCRIPTION: These 3 config varaibles were not set into the
DevaultPropertyTable.h which is the one used when none of the others
are found. Since windows uses this table, these variables could not
be found for windows.

This changes the OOP enable and disable to the true false setting paradigm.

export PEGASUS_DEFAULT_OOP_ON=true turns OOP on by default for the server
export PEGASUS_DEFAULT_OOP_ON=false turns OOP off by default for the server

This is valid on all platforms.

OOP is on by default on the following:
   - all HPUX platforms
   - all LINUX platforms

This change also changes the run_OOP_TS1 test to run the poststarttests rather
than just the TestClient.

I only did this to the default property settings; I did not alter the fixed property settings.
Also did not touch OS400 config file.

This change should be transparent completely if you use the
std ports.  If you specify a different port, you should see the server actually
listening on that port (unlike before).
