TITLE: Fix some missing error handling in MOF Compiler and added compiler tests

DESCRIPTION: Added error tests for pragma, qualifierDecl, etc. in Compiler.
Added error tests in Compiler/tests/invalidMOF directory.  Moved some
tests from Compiler/tests/qualifierDecl to invalidMOF dir
