DESCRIPTION: Created InitializeICU class in the pegasus/src/Pegasus/Common/CommonUTF. This class loads and initializes data items that are required internally by various ICU functions. It makes sure that ICU function u_init is only called once by a process. IndicationFormatter.cpp called InitializeICU::initICUSuccessful first before it calls other ICU APIs. If InitializeICU::initICUSuccessful is failed, the non_localized data is returned.

function nuts.  These were fixed.  This has been compiled and tested
on windows.
