TITLE: ARRAYSIZE not being correctly handled for reference array parameters

Fixing toXml method of CIMParameterRep.cpp.  This fixes the bug that ARRAYSIZE for fixed
length reference array parameters was not getting put into the repository or sent as
part of class/instance definitions.
