TITLE: Enable Provider User Context Tests
DESCRIPTION: Remove the definition of PEGASUS_DISABLE_PROV_USERCTXT from config.mak so that the feature is enabled by default.  Disable the feature for OpenVMS, since the implementation is incomplete.
