 407                   application (regardless of how the method was defined in the schema).

 410                   API may omit the PARAMTYPE attribute.  In this case, the operation
 411                   processor (currently dispatcher) will find these "typeless" parameters
 412                   and convert them to the correct type based on the method definition.
