TITLE:  Update CIM28 Schema to 2.8.1

DESCRIPTION:  Update the files in CIM28 from 2.8.0 to 2.8.1 release of CIM schema.  Note that this added one mof file, deleted another and modified
two more files.  In addition we added a README281 to document that we had update to this revision of the schema.

This is CIM Schema 2.8.1, not 2.8.0.  CIM Schema
2.8.0 was removed from the CIM site in March 2004
and replaced with this version.  Note that you
can tell the difference only by looking at individual files.
