       "therefore, active, i.e., the hierachy ANDs the ORed "
       "PolicyTimePeriodConditions of the elements of the hierarchy. \n"

       "A Time Period may be aggregated by multiple PolicySets. A Set "
       "that does not point to a PolicyTimePeriodCondition via this "
